Environment Agency action on illegally deposited waste in 2010/11
The Environment Agency (EA) has continued to investigate and enforce increasingly serious and organised waste crimes throughout 2010/11. It has primarily focused on preventing and enforcement actions against offenders who commit incidents that are large, organised or pose an immediate threat to human health or the environment.
The following statistics are a snapshot of the activity undertaken and serves to illustrate the focus on the larger transgressions and shows that there has been an impact on these larger offences.
- The EA covered 636 illegal waste dumping incidents which is a decrease from 1047 in 2009-10 reflecting the fact that resources have been targeted on the incidents causing substantial risk to the environment, communities or impact on legitimate business
- 157 prosecutions were taken forward in relation to illegal waste activities, resulting in over £770,000 in fines.
- The average fine per prosecution was £6,490; an increase from c.£5,000 in 2009/10.
- Offenders prosecuted by the Environment Agency for waste crime offences received a range of penalties from custodial sentences, curfew orders, disqualification from driving and remediation orders.
- The amount of serious organised waste crime incidents dealt with by the EA in 2010-11 fell to 113 compared to 154 incidents in 2009-10 in England.
In addition to this, there has been a 13.5% decrease in fly tipping incidents dealt with by local authorities, with around 820,000 incidents, 8% of which were commercial waste. The estimated cost of this was £41.3 million but resulted in a total of 2,400 prosecutions with a 96% success rate.
