From December 1st 2013, the Site Waste Management Plans Regulations 2008 were abolished. No longer obligatory for construction projects in England worth over 300,000, the de-regulation is said to help businesses save money in compliance.

Do You Still Need An SWMP?

As part of theRed Tape Challenge, the de-regulation of the SWMP was part of the governments plans to do away with regulations which were deemed as ineffective or holding back growth. According to Defra, repealing the SWMP regulation should provide a reduction in the regulatory burden to businesses without any significant environmental impact. In removing the need to comply, the Department for Environment, Food and Rural Affairs (Defra) is hoping that businesses will continue to use a SWMP on a voluntary basis as flexible resource efficiency tools.

When a SWMP was obligatory, it applied to all facets of construction work. This included everything from preparatory work such as demolition and excavation, to engineering projects, alteration, maintenance, and decoration of existing buildings. In the Site Waste Management Plan, details of how waste is disposed of, the type of waste produced, the waste carrier registration number, and detail of the sites environmental permit or exemption number were all included.

Some projects will still require a SWMP if they are looking to comply with BREEAM (Building Research Establishment Environmental Assessment Methodology). A certification used to assess sustainable buildings, BREEAM addresses a wide range of environmental and sustainability issues enabling developers, designers and building managers to demonstrate their environmental credentials.
