The regulations surrounding site waste management plans (SWMP’s) is set to change this year in Wales, as they become a voluntary agreement rather than being compulsory for every site in the country.

SWMP Regulations Set To Change For Welsh Sites

The change has been introduced by the Welsh government, and is designed to increase ease and flexibility for building sites thanks to the high recycling performance in the industry which has been improving considerably over the last few years.

The move to axe SWMP regulations is following on from similar action taken in England lastDecember, which set out to ‘cut the red tape’ which have been holding back building developments. The latest statistics for Wales indicate that 87% of construction and demolition waste was recycled, prepared for re-use or recovered in 2012.

Natural resources, culture and sport minister John Griffiths says that the general opinion surrounding the change is positive, and that most respondents indicated they supported the measure for large works; however some were concerned about the financial impact of the requirement on smaller businesses.

“I am keen to support businesses, and the industry has already demonstrated that it can achieve high recycling rates,” said Griffiths. “With this in mind, I intend to adopt site waste management plans as a voluntary code of practice in Wales, to be accompanied by best practice guidance.”

Griffiths also said that the voluntary code and guidance for SWMP regulationswill be developed with the industry and will focus on “preventing waste, preparation for re-use as well as recycling for businesses”.
